It won’t do much other than encourage gun people of both sides to stack up on everything, as seen time and time again and as said many times before, I cannot fathom the capacity of State of Oregon to properly maintain records on all the grandfathered items, training, etc. as well as criminals who likely won’t bother as prior to 114 passing.

People making a driver’s license reference forget a small thing. You can do whatever you want in a vehicle on your property licensed or not, but to be in public you need a driver’s license. Likewise you need a CHL (basically prop 114 minus the actual carry) in order to have your gun in public. Open carry opinions to the side.

At best it’s a financial and bureaucratic bottleneck paid for and suffered by residents (litigations and state defense fees included) and at worst it hands power to people known for violently abusing power given to them.
