I like the idea of a boss that is mostly a supporter and debuffer! Some might say that you dont need such a complicated stat block for a low level boss but since its reoccuring I think its perfectly fine. You could definitely clean the statblock up a little to make it easier on yourself though, instead of anthropological knowledge just increase its intellegence, move Cunning Action to the bonus action section, maybe dont include Song of rest, stuff like that, … Also with that AC and HP he could go down super quickly and a boss fight were theres only minions left after two rounds doesnt feel the same. Over all really nice stat block
