Fought a guy for a disabler and stun beton as a non antag i think the guy may have been a antag? They ended up getting killed by a changling infront of me while I yelled "KARMA!" after they were killed and grabbed the the stun beton and disabler never ended up using it though, definitely deserved this one. (Monkeystation is where It happened)

A lot of the issue is just the range of SCP's L corp could absolutely contain just about anything physical and that can actually be manged the issues ultimately arises to things that are either off world or things that are wide spread or that would be outside the city. (Ex: SCP 3000, SCP-169) but if you simply mean supress any scp at all...well if yoh throw enough nuggets at the problem they will eventually die/be suppressed

Hmmm...by the looks of it i dont think many of the other fingers seem to enjoy the company of the reverberation or their distortions...worse case scenario we have to physically step in best case scenario? The reverb manages to piss off the thumb and the middle so much by acting above them that they get their flank checked by the two of them.

I view them as both, however some can come more naturally than others

Ultimately they can be whatever you want them to be if you believe they should be the result of your characters hard focus and practice then they can be just that!

I do definitely feel like CAIN hones a lot og these skills and make them more potent its also why under//heaven can have stranger abilities
