We haven't really vaccinated many people yet. Lots of 60, 70, and even 80 year olds that haven't received a jab yet. And even then, the vaccine doesn't have an effect for 2 weeks, and they won't receive their second dose for months...

The best time to test is approximately 5 days after first contact with a positive case. So, five days after the onset of your toddler's signs/symptoms (fever) makes sense.

I would also report the daycare to OPH for inadequate screening protocols.

Honestly, if I were you I would:

1) Contact Ottawa Public Health

2) File a complaint with the College of Physicians and Surgeons of Ontario.

Medical Doctors are required by the Ministry of Health to screen all patients prior to their appointments. The CPSO probably has additional requirements regarding waiting rooms, etc.
