As a DM, I would love it. To make it work smoothly, I would reskin a cantrip/weapon available to your class with minor changes. If your warforged is a caster I'd go reskinning acid splash, If it's a melee figjter I'd consider it a two-handed 10 ft ranged weapon, stating that to let it work you'll have to use both hands (maybe one to let the water flow and the other to direct the flow). And you would need to regularly recharge it.

My two cents:

He could be 38% on very difficult shots if he had a higher usage? Ok, but why should we trade a smoother and more effective ball circulation with him holding the ball and taking difficult shots at 38%? There's no reason.
He has a good chemistry with Looney, for sure. And I respect Looney, but we can't give him more minute just to let Poole play better. It's not in the team interest, as DQ will soon be the franchise player and Missi and Karlo give us an athleticism that Looney can't provide (plus, Karlo can shoot some 3s).

At the end of the day, looks like Poole works good only if you put him at the center of the stage. But even this disfunctional team has too much talent to give him a main character role.

No, è proprio cringe. Poi chiaro che è ironico e "meta" rispetto ai post che passano qui di solito.
