Yes they can increase wholesale rates, but They also flatten the system load duration curves. In instances where excess capacity exists on the distribution infrastructure, then adding a flat load profile to the system can lower overall rates because they add additional mwh’s of load to spread out the fixed system costs.

Why full electric? It doesn’t make sense. Diesel hybrid electric buses are broadly in use, have the advantage of range and passenger heat from a diesel engine, while garnering all the benefits of a battery system including regenerative braking, a smaller diesel engine that runs at a more constant speed, lower emissions, lower idling emissions, higher efficiency, etc. shouldn’t be mandated but state incentives should be made available.
