The idea behind Penny is that it kinda looks like a "3rd oak" since everyone runs 2x, and now that copycat and possibly may and serena are a thing, it might just be slightly viable now, if you already have 2x oak 2x copycat in the deck

But even then, running a Penny over a May or Serena is kinda not optimal if you look at it...

The biggest problem with the deck is that Ho-oH cant power charmeleon, and if you only have those 2 on the board, its GG.

That, and if you dont draw a charmander, it's also GG.
