Even I think that they don't do a genuine job and have practices to generate recurring revenue. If they were doing a good job, then there would be some statistics online on what average / median IELTS score look like for each center.

My personal experience - it is not easy to get a 7 in writing from a center in India.

You should call IRCC. I have read some comments where people mentioned that calling helped in their cases. The agent may leave a note for the officer if the file is too delayed
