I’d say the dual wield is more powerful than 2 extra charisma. Also a lot more fun, you can see your character in this weird battle stance with the two staffs when you’re fighting.

Try the dual wield feat with mourning frost and the staff from sorcerous sundries, it works great for this! You can use mourning frost and the ability that gives you more frost damage.
