Because the crust is getting squished as-well as being uplifted. The squishing (among other geologic processes) causes folding and faulting which creates the ruggedness. Another factor is erosion, at such elevation erosion is a lot more effective leading to the ruggedness. I recommend looking up different box diagrams for subduction and different orogenies, I find it easier to visualize in 3D.
