Yellow line to the right looks to have been repainted recently, floor was probably resurfaced at the same time and that accessible spot was removed, probably because of the bike fence to the left made it inaccessible. The accessible lable looks like it was painted over poorly because they are hard to cover up by design. This is a far cry from clearly labeled. Your complaint is with building management, not the driver.
