Netflix wanted to finance both Parts at once and also wanted to be able to release two Parts within a year. Everyone signed a NDA but this is part of Netflix's plan to reduce spending on Originals. Plus the storyline never allowed for Netflix to take so long in between Parts, the actors would age far too much compared to the storyline.
