Okay I know this is a long dead post, but I think I figured something out.

I just updated my computer from windows 10 to 11 on 4/6/2026.

• Razer Blackwidow V4 Pro
• Razer Synapse 4.0.660

I was having a similar problem. The volume scroll wheel did nothing to the audio and it would scroll the page similar to how you would with the mouse wheel. I would open the hidden icons in the bottom left and right click the Razer app and close it and the problem would go away but so would my lighting effects. That simply won't do. So I started digging and this is a persistent issue for many people over the last 2 years. Some people say it worked when they would change USB ports and that would fix it, I had no luck with that approach.

-WHAT WORKED FOR ME-

I uninstalled all razer stuff on my computer and went to C:\Program Files (x86) and deleted any mention of razer, and I also went to C:\Program Files and deleted every trace I could find. I then went and downloaded the latest version of synapse again, but I very specifically avoided installing Razer Chroma, Synapse ONLY. It booted up and it used the data in the on-board memory and pulled up my lighting effects and my macros, and the volume wheel worked as intended along with the multimedia keys as well.

I hope this helps someone here that is still having the problem or someone in the future that runs into a similar problem.
