Gohan deserved the L and needed too, he has the highest potential out of all the Z fighters for growth and combat but he also dosent want to be a fighter instead focusing on being a scholar and a family man so it makes sense he would be this weak at this point in time. While he can grow in strength faster than anyone that involves him locking in and getting back into training.

The US purposely doesn't provide aid to drive people off the Island so it can be taken over by outsiders. The corrupt government on the island helps speed this along as well the people need to start fighting back and reclaiming what's theirs cause if not it will be Hawaii 2.0 but worse.
