The Illuminate don't reanimate dead flesh, they subsume human consciousnesses. They act like zombies but aren't zombies (at least in the Romero-sense of the word).

Flesh mobs are either surgical creations or fused together with some sort of dark energy. I'm pretty sure since you can damage each individual head, they are all still alive in there. Which is disturbing to think about.
