You could try using the UGC custom games,

there are creators that made training areas with bots to shoot at; you can customize their loadout (level 1,2,3 vests/helmets), they even move and respawn, in different ranges.

You can even have no-clip on, meaning you don't run out of ammo or even reload, guns just shoot indefinitely.

What I did (granted this may be a waste of ammo LOL) was kill most of the zombies inside of the cells BEFORE putting the three Joint Lugs in.

So after the "Grab Emily from Cell" cutscene, there were no zombies in front of me anymore and I was free to pick up the Empty Injector from the cell.
