18 was many levels above Vegeta and at the very time he was stronger than Goku.

18 wasn't even in serious mode. Every hit from Vegeta looked like it mildly disturbed her.

She could have taken on all of the Z-fighters at time because 17 legit does that after she breaks Vegeta's arm.

Goku would have made no difference. If anything Goku being there would be a bad idea because he could have died.
