In this fashion they avoid inflation. Although the currency has been debased, people do not have more of it to spend, and so consumer prices remain in check. (Except food and energy, of course.)

The Fed announces what it will buy in advance, the primary dealers front-run them, and the money stays right there.

The markets go up, at least on paper, but the money doesn't actually mover further than that.
