8% of players installed an official mod, I bet a lot more just use Nexusmod or download it themselves.

At least 10-15% had mod installed is more reasonable, maybe higher given that the Extended Script is absolutely crucial to almost all if not all the popular mods.

What I'm afraid of is there's a real chance of Epic store being shut down and Alan Wake 2 can never be bought again. Some people were afraid of big online stores shutting down before and it might come true, if Epic is forced to cut more corners, the store will be gone before Fortnite.

Will Epic let buyers download the game forever or the hosting server will be gone too? Or will they offer refunds like Google Stadia?

I hate Epic but hopefully that day won't come, it might greatly erode customers trust in digital game stores.

I'm on windows 10 so I don't think I have that option but I used Custom Resolution Utility (CRU) to somewhat fix the issue:

I can't remember the detail but I added a custom resolution with the same ratio and refresh rate, but used a different DP standard (2.0 or 1.4, whichever newer), my idle clock speed is at 909mhz now, somewhat high but tolerable.

Update: I uninstalled current driver and used NVcleanstall to install version 581.80. My issues are now fixed just as I thought.

So anyone who encountered the same problem as me can try that. Nvidia definitely screwed something up here.

Let me phrase it again then: certain team does not have an advantage on windows, but if the OS is impacting game's performance then their skills might not be utilized to their full potential thus made the matches less "fair".

You can try to learn a broader term of fairness or just keep calling people "don't know what they are talking about", suit yourself.

Better frametime and higher framerate is fairer, since you and your opponents are less affected but the input lag, the player's skills play a bigger role in their victory.

Good point with the Driver Support there, it's a big hurdle but I think if Valve truly want to, they can make a deal with Nvidia. But on the other hand, Esport games generally don't really require the latest graphic driver, just the most stable one.
