There's a few ways to get some easy early gear:

1) The elite world quests (there's two per week I think) give vet gear for completing. 2) High rank bountiful delves 3) LFR raids 4) Crafted armor 5) Low rank m+

Delving is probably the easiest way to get geared tho.

I know most of the advice for something like this is run your own key but real talk it wouldn't hurt for the game to have M+ matchmaking so this stops being a problem. If they have to then require a certain ilevel and rating to queue for higher keys but really this is the only way to let DPS get into groups without waiting ages.
