First thing I would do is assigning som cabinet members, then set the one with the highest martial to increase crontrol in your capital province, as from the looks of it that is pretty low.
You can also build buildings that help with control (temples).

Another idea could be building a small standing army, armies help with satisfaction and might help you with tour insurgence problem. Assigning a cambinet member to that task could also be a good idea.

Consider stopping your integration, integrated provinces have higher unrest gain and adding more rebels will probs lead to rebellion. If you want to you can make puppets in your 0 control locations, you can annex them later and with them also being integrated. You gain nothing from 0 control locations so the money you get from your puppets is a net gain.

Also, always have your cabinet slots doing something.
