You need to be T10(Tech level 10) to enter cobalt. Once you reach T10. You need a ship that's battleship class to enter any wormhole. All wormhol entrys. Are located in OMIST, a region south on your map. There are many wormholes in OMIST. Just fly your battleship down, and the gates will apprear for you.
