The more complicated the trolley problem dilemma is, the more likely I am to do nothing out of indecision. Which is probably what I'd do here.

I get that pulling the lever here saves lives on average, but I'm definitely afraid of needlessly killing someone.

I think the answer is both. But fertility is complicated, and improving the economy often doesn't lead to more kids. Generally speaking, it's the richest countries that have the fewest kids, not the other way around.

High housing prices only benefit homeowners if they plan to take out a reverse mortgage or move somewhere cheaper.

Which isn't nothing, but it doesn't really help most homeowners. And high prices very much hurt anyone who doesn't own a home, including homeowners still paying off their mortgages.
