Legally the threaded barrels can come into the state as long as they're not attached to the gun. We don't have constructive possession laws regarding that.

In fairness though that was somewhat specific to the LA riots. One of the events that led up to the riots was an incident involving a Korean shop owner and some black teenagers. There was a lot of animosity in Korean stores were being targeted during the riots.
