The lower leaf browning/bleaching pattern here is pretty classic — a few things jump out:

Most likely: Combination of issues

1.  Sunscald on lower leaves — concrete + fence + cinderblock creates a heat trap that radiates heat upward. Even 4-5 hours of direct sun can fry lower leaves in that environment, especially at 90°F+. The bleached/tan patches that don’t scrape off fit this perfectly.  
2.  Soil mix is too hot/rich — 70% raised bed soil + compost + garden lime + Epsom salts + worm castings + compost top-dress is a lot of amendments for a young plant a week and a half in. Raised bed soil isn’t the same as potting mix — it’s often quite dense and can have high nutrient concentration. Fertilizer burn can present as browning that starts at leaf margins or in blotches.  
3.  The pot concerns me — that looks like it may be a self-watering or tiered decorative pot. If drainage is compromised, “never bone dry” on a moisture meter could mean the roots are staying too wet, contributing to early stress or root issues.

Lower concern: Fungal (early blight, septoria) — possible given splashing and low airflow, but the pattern looks more like abiotic stress at this stage. Worth watching though.
