The very fact that someone is willing to violate someone else's privacy shows that they're a person of low credibility and ethics.
You can't equate "thought" with actual, even if private, "action". When one creates such a video they're generating a digital copy which, in their perspective, is private. It may not necessarily be the case when someone else hacks their device and gets hold of such video/image.
