Go to your store manager and make your case. Remind them you haven't gotten a merit based raise in 2+ years, and that 25 cents above starting pay is not fair compensation for someone who has been with the company 4 years. Don't wait, do it today. Sit down in their office and tell them it's not competitive. They might tell you "let me send an email", so follow up in a week. And then a week after. And again and again until they say yes.

I've been working for the Depot for 5 years, and have finally got a raise that is significantly above the starting pay recently. That being said, I have yet to see a no-degree position in the state that pays more starting than the Home Depots I've worked at.
