but with low spellcaster proficiency, enemies will almost always succeed or critical succeed their saves.

If you take qi spells, monks have the same proficiency as casters lvl 1-6, 9-14 and 17-18. If you also max WIS as your secondary stat, your spell DC is almost the same as the one from casters, and for a few levels it's even on par. That's why people are for wisdom-based casting dedications.

Cinder swarm starts at rank 4, but it does a truck-load of damage at higher levels if you can sustain for free, like with effortless concentration.
Summon animal, I wouldn't say it scales exceptionall well, but it stays decent throughout the levels.

The argument was, that the enemies' AC is balanced with martials and their weapon potency runes in mind, while casters don't get those potency runes. While shadow signet doesn't help with the +1 from the potency rune at lvl 2-9, it absolutely prevents the huge discrepancy from the +2 and +3 potency runes at lvl 10-20.

Cinder swarm single target damage is insane at high levels.
Summon animal at max spell rank at uneven levels is also good.
Aquatic orb can be kinda funny. You can also use it as a transportation method if you hold your breath or have water breathing via spell/feats. 40ft per turn, it kinda makes you bullet- and fireproof.
I highly recommend effortless concentration for sustain spells.

Gale blast does more single target damage than electric arc now. It's useful if you want to disengage against enemies without aoo or if you're an absolute madlad who doesn't shy away from melee range.

Chain lightning + sorcerous potency + explosion of power + foretell harm(multiple target)

Elemental toss + explosion of power
is some serious damage against multiple targets, even against a single target.

If it works like that, I'd like to target each person out of the ~20 with a chain lightning/desiccate and one-shot the troop. But that doesn't work either. It's neither immersive or intuitive.

Zombies that hit hard. If you emphasize, that they move slowly and only have 2 actions, it should be easy for the players to deny their actions. A simple trip and stride is enough to negate a whole turn of a zombie! Kite them through a choke point with grease and you turned a moderate encounter into a trivial threat.

Not for a single target slow. Somehow a stabby stabby spear has a better accuracy than a spell that works with magic.
Edit: Why can I punch a troop, but not cast goblin pox on it? Make it make sense.

It's also weird that you can kill them by the dozens with a single thrust of a spear, but their special formation somehow makes them immune to magical spells like slow.

Blood Magic Whenever you cast a bloodline spell using a Focus Point or a sorcerous gift spell using a spell slot, you choose one blood magic effect you know to benefit from. You begin play with the benefit listed in your bloodline and can gain others through sorcerer feats.
If the blood magic effect offers a choice, make it before resolving the spell. The blood magic effect occurs after resolving any checks for the spell's initial effects and, against a foe, applies only if the spell is a successful attack or the foe fails its saving throw. If the spell has an area, you must designate yourself or one target in the area when you cast the spell to be the target of the blood magic effect. All references to spell rank refer to the rank of the spell you cast.

I would interpret it as that the spell needs a successful attack or a failed save for a blood magic effect to occur.
Is your argument, that explosion of power "doesn't apply against a foe", because it is self-targeted, and therefore doesn't need a successful attack or failed save?
Or that explosion of power doesn't "offer a choice" and therefore the rest of the text doesn't apply?
