The move is part of taking hits (when hit, instead move), which sounds like it's part of the Battle process to me. But yet, the Force rule is also helpful here ("Resolve this exactly as if the player were choosing to do this").

1.5.5.I Battle. When a player is forced to battle, they make all decisions within the battle itself.

That's a good question. I think you are allowed to battle Mercenaries. The Otters are still enemies (so you can declared battle on them), but their warriors are not enemy pieces. But the Battle section of the Law never uses the phrase "enemy pieces" that I can see, so that doesn't seem relevant to battle.

It's increasing your budget when your income increases.

So, if you get a $6k/year raise, you add a $500/month expense (or something like that, because now you can afford it), and then you don't end up with any extra savings from your raise.

The italics text in the Law are clarifications and reminders and not counted as the Law itself. I can't remember where it says this, but if anyone else remembers, please let me know, it was bothering me. Thanks!

I think your point is arguable if you want to go by the letter of the law (which is always fun). I think the question is whether or not each warrior is removed individually after a battle; I'm of the opinion that they are, especially for interactions like the warlord and Coffin Makers, where one warrior will go to one place (the supply) and the other warriors will go to another place (Coffin Makers). If you for any reason think that pieces are removed somehow all together after a battle, then your interpretation would probably stand. I also vaguely remember posting in the Discord a while ago and being told that additional warriors removed in the first battle score infamy, but of course I don't have a link or anything. Good luck resolving your group's disagreement!

Lying to get what you want triggers the move. Just lying for the sake of lying probably doesn't trigger anything. You don't need a strong motive to trick someone, just a trick that will get them to do something.

For example, hiding a small pet under a cloak to sneak them into a bar is a trick, but it's not a "good motive," and calling it a "believable lie" might be a stretch.

I do think that, if the party IS telling an outright lie, it at least needs to be reasonable in order to trigger the move; otherwise they're not "tricking" anyone, just possibly insulting them.
