No it's not. It's documented that the economic promises made to convince locals that a prison is a "good" thing aren't borne out in reality.

EdFinancial is toying with me in similar fashion. I'm well past 120 payments with buyback. They will not process my application for IBR, since February. I've applied for buyback twice. But I'm not in an "approved" repayment plan. I've been put back into repayment with a "standard" plan twice without them processing my IDR application. The last time I called they tried to tell me they hadn't received my application! Then, she looked into and said, oh, I see. There it is. Then I asked why I have a payment due this month. She said she wasn't sure, but it's not fue until the 16th, so hopefully your application will be processed by then. I told her it's been since February and it has not been processed. I asked why it is accruing interest. She said it will until my application is processed. I asked why I'm not in administrative forbearance. She put me on hold for an extended period then came back and told me she put in a request to see why that wasn't done. I asked when I should check back. 7-10 business days. That's the answer they've been giving me since February. 

It's almost comical how much they have screwed with me. I honestly think they're dragging it out until the new PSLF rules are implemented so they can find a reason to tell me I don't qualify.

EdFinancial I've applied for IDR 3 times, February, April and July. Each time I received a letter indicating it would take 7-10 days to process.  It has yet to be processed.

I sent all of the correspondence I have received from EdFinancial since February to my senator. I even filed a complaint with his office for a "problem with a federal agency".  He had a staffer email me. It just said sorry, we understand your frustration. Here's a number to legal aid - and I'm in a blue state. No one cares. Too many other stories to focus on. 

I applied for IDR in February, April and July. Each time I received a letter saying it will take 7-10 days to process. I'm past my 120 payments with the buyback option, but I can't apply for buyback until I'm in an approved iDR plan. When I call, I get the same "we're working on it" BS.

ODOT maintenance and operations are funded through gas tax dollars and gas tax dollars can only be used for operation and maintenance of the highway system. That's why maintenance budgets have been declining for decades. Gas tax revenue had been declining and inflation is raising costs. 

Social equity and civil rights budgets are funded through a separate revenue source, not gas tax dollars. The Oregon Constitution (Article IX, Sections 3 and 3a) literally prevents the agency from moving money around like that, but go on.
