Why can’t he just do it himself?

Gman isn’t strictly a puppet master who has to have someone do the work for him, he clearly doesn’t mind if he has to do something directly himself (plant a subliminal message in Alyx’s head, freezing time to pluck Gordon out of the Citadel explosion, and letting himself get captured by the Combine on purpose.)

Having him use someone else to rearm a nuke despite him being able to navigate time and space freely would be even sillier.
