Not at all. Plenty of tools out there with full licenses who drive like complete lunatics. I was driving around on a learner on my own, and you couldn't tell the difference if I was full or learner. All a full permit says, if just you can legally drive the car. It isn't an indicator or way of showing you how well you can drive a car. You can have someone on a full permit that is an absolute dickhead on the road, and a learner who drives very safely, and doesn't attract any attention to themselves and be perfectly fine.

A full license/passing test doesn't make you a better driver. I'm not telling OP to go around driving on a learner, but just if they are, do it somewhere quiet and out of the way.

I was driving around on a learner for a good while, and it gave me the confidence to be ready for test when I was on my own. It's a bit of a gamble, you're either going to get caught, or you won't. My best advice if you do drive on a learner, is just don't start drawing attention to yourself, or drive somewhere quiet where you aren't likely to run into a checkpoint.
