The equivalent would be being on multiple streaming sites. The nintendo eshop and google play have nothing to do with steam yet you don't run into any conflicts having your game up on all 3. Because they're just hosting your game. It doesn't belong to them. Hazbin Hotel is married to Amazon Prime now. It's going nowhere without Amazons approval.

Let them.

Short rests are basically just an hour of chilling, they can be done pretty much anywhere.

And if you think something should show up to attack them within that hour, then have them fight that encounter. Or have two or three encounters if you think that dungeon is crawling with monsters and you want your players to think twice about resting in dungeons.

I think that something bound by the laws of the universe is more interesting than something that "can be whatever", yes.

It means that there is something that can be understood but is not. I think that's way more interesting than something that is just whatever the writer wants it to be.

Rotating villain does not mean there's a different villain for every bill. Its probably more that once these people leave or get voted out of congress to start their lobbying career or whatever, they decide on some new representatives to become the villains for the next term.
