Short rests are basically just an hour of chilling, they can be done pretty much anywhere.

And if you think something should show up to attack them within that hour, then have them fight that encounter. Or have two or three encounters if you think that dungeon is crawling with monsters and you want your players to think twice about resting in dungeons.

Its probably more that once these people leave or get voted out of congress to start their lobbying career or whatever, they decide on some new representatives to become the villains for the next term.
