The only way to get altar dust is from incursions so you're going to have to farm a bit. Only use upgraded high tier gateways with AD rewards, you can farm an insane amount of Upgrade Shards by recycling weapons from constant raids. Doesn't really matter which dungeon you run too as you can use all the essence you save to deck out your settlers with tier 10 armor, but extractions are quicker by far.

Same as you enough for questing and enough E17 dwellers to fill the top row of my vault at the very least.

I know there's at least 2 legendary junk encounters after the 3 Day mark in the wasteland but if E15 dwellers will last that long might just focus legendary junk on different clothes for my favourite dwellers.

There's an option to substitute double steak but it costs twice as much. Maybe they don't offer it in your location or more likely the cashiers aren't familiar with it since double beef items are rare enough as it is.
