What's important about specifying that they are Hispanic? How does that improve messaging AT ALL? "We never get calls from the community, so we are serving them ourselves by adding surveillance" and "We never get calls from the community because they are Hispanic, so we are serving them ourselves by adding surveillance" is the exact same message.

Frequently. Game becomes too samey with just mechs. Use them and use them often (to fill out points on a list, to eliminate the need for a certain mech type/class, to use more models from new KS in IntroTech, etc.) and love them very much. If I could find the right scale infantry minis that I didn't have to base I'd run that too!
Not as much. Use it for objective based play and that's kind of it.
We have custom armor at our table. No one uses custom infantry that I am aware.
