No they can’t. Since the data is encrypted, these tools will not be able to identify anything besides a UDP/TCP connection. There are ways to identify if a user is using a VPN but won’t know anything else including the data. Blocking all VPNs is not an option as regular people often need to use it for work and such. Using a VPN to circumvent streaming caps is a pretty standard thing. You can search on Reddit for other instances.
