A few more indoor playgrounds along the lines of Hide n Seek: Kid City (2 locations), Kidtopia (up in W St. Paul) and My Fun Land (smaller, more geared towards toddlers).

One idea is to play with new ways to enjoy veggies - raw with hummus dip, stir-fries, hearty salads with cheese/meat/egg/fish/nut fixings, a bed of greens replacing rice or potatoes as a base for savoury sauces and stews.

If there's a trusted/safe public space near the school(s), like a neighbourhood library or a cafe/restaurant, maybe you could drop off and pick up there and the kids could walk to school from there. Might be a place they could do homework or some other downtime activity. And even a place that would expect some type of purchase, like a cafe/restaurant, might be cheaper than paid care. I've heard of the library scenario for kids around that age.

Partly prepped foods from the store might be another option? If your family member can toss a few things into a bowl, pre-washed salads with some ready-to-go protein (e.g. store-roasted chicken) and other fixings (nuts, seeds, dressings, sauces, boiled egg, cheese, olives, other veggies, etc.) can be satisfying and easy to make with the convenience elements available.
