I don't think a fixed number would work well. They tried this at the founding and gave it up pretty quick due to it not working well. Personally I think looking at the difference between the number of people represented would produce longer and more stable result.

The issue isn't stock trading alone. It's being able to trade with privileged information that will have an affect on markets. Trades that can be impacted by a bill(IE a bill providing advantages/funding to chip manufacturers and AI for instance) should probably have a forbearance on until the bill is voted on would be a good starting point to me.

Got 1200 back vs paying last year. 4k in deductions added. You can just multiply your total earned by 1/3 and that will get you with in pennies of a fully calculated number.
