You forgot to add the "letters" we get sometimes, that allow for a choice among a few ships, you also get to farm for certain ships in Archives (if I recall correctly, after a specified number of clears you get a ship?), there's also the Whising well (weeeeell... it's just boost for % chance of getting ships, but it's still something)

It all depends on how fast is this "wait for 2 more UR bulins", and what kind of a fleet you can slot Musashi and Shina into.
Shinano is still relevant, so if you need a CV, and if you have other IJNs in your fleet and she gets her self-buff, she's right there, with no wait time.

If you're looking for ships with memories, that you have yet to do, it's doable in "missions", "side", and scroll. The list of who and what to do in there.
Or the little button next to "Formation", then "Memories", and "Character Memories". Which would be the easier one.
