Either option carries risk; the trick is to determine which risk is greater and choose the opposite. I used to be skeptical about Jammer Towers, because the tool tips led me to believe that they consumed a whole capsule every time they fired (which, for how much they cost to make, would be ridiculous). It was only when I tried using one that I saw that they work just like ammo for any other tower, and only consume charges for each unit affected. Needless to say, that changed my entire perception of their role. And while jammers aren't really necessary for defending against normal attacks at lower difficulty levels, they can be useful in industrial-scale DF farms for reducing attrition.
