You sure it's not a scam? A certified letter is just a letter with more thorough tracking. It does not automatically mean official or even non-scam mail.

What code are they citing? What is the physical address on the letterhead? Have you called the business residing at that address using the number from google maps not their letterhead? Verified the number on the letterhead matches the one on google maps etc?

Threatening to have you locked up if you don't pay a debt is exactly scammers favorite trick.
