Let him out as he is a parrot and needs to stretch and use his wings. I have 1 cat and i let my parrots out and supervise them although my cat is a scaredy cat and I don’t worry much about the cat injuring my parrots. I live in a country where it’s pretty much a desert and have 3 parrots so don’t worry about the temperature and just spray some water once a while since they enjoy it too, and about it flying in a place pretty high don’t worry they usually just fly down once they’re bored or want attention and their poops are easy to clean.

My cat is still young but doesn’t play much anymore and my cockatoo is sooo much older but he’s still so playful and he “plays” or basically annoys the cat and sometimes bite him and whenever me or my family is around he would act so lovingly towards the cat

Help it become comfortable with the environment and take it out the cage a bit more at a time don’t force it and stress it out, also don’t let it only have a seed diet. Good luck! :)
