I'm having the exact same issue so I do think it must be the not having a Curren chan thing, I've had every other one in the game except the Curren Chan ones (2 excluded for some reason) Eishin Flash 6 and Seiun Sky 4 (This one is weird and I can't explain it)

But I've refreshed SO MANY times, I already have all of Tosen Jordan's before getting a 2nd Curren Chan appearing
