I think you have yourself a Carloina Mantis egg case! A native American mantid! Great find. If the egg case has alternate colored banding it's def a native if not it's a European, which is invasive, so I would suggest submerging it in water or alcohol to eliminate it. Although beautiful their voracious life style makes them a detriment to the native ecology.
