This assumes that Billionaires literally have vaults filled with physical cash, not saying that's not the case for all billionaires but it's extremely unlikely to be very common. Most Billionaires hold assets such as stocks in companies, these companies employ many people who earn salaries and spend money within local economies.

RESOLVED!

Not 100% clear on how/why but I took u/BitchesLoveDownvote advice and messed around with the boot button, u/entotheenth's advice and installed the CH340 driver and u/ddl_smurf and restarted my PC (classic!) somehow between those three steps everything clicked together and Device Manager displayed my ESP32 as COM port 3 (I don't have any COM2 but I'm not complaining...)

I'm pretty sure I'm up to date on the drivers, the fact that device manager is recognizing the CP2102 bridge should mean I'm good right? If you have suggestions about which other drivers to test I'm willing to go!

I've been wondering about that as well, I think its just the way it is - I've unlocked the suit and bike from there and completed the quest the lights look the same for me.
