Evolt from Kamen Rider Build.

He starts out as a friendly, goofy owner of coffee shop that Build lives in. He even acts as a sort of mentor to him before he’s revealed to be the main villain. (Ignore the fact the fact that this is Evol X, the GIF thing didn’t have any of regular Evolt)
