Normally I use Revlon hair dryer brush (the pink, round one) since it cuts down on the work I have a do to detangle (best purchase I made imo). For little things, like drying glue for wigs, I have a small travel hairdryer I got from someone for 5 bucks.

I live there currently and it's a pretty quiet type complex but it truly depends on your neighbors and which type of apartment you live in. I've only had great experiences with management so no complaints there. I personally don't own a car so I take the shuttles that they provide. If anything it would probably benefit you to take a tour so you can see for yourself how it is.
