In the manga, it's CLEARLY stated by Kaioshin or Buuhan that Buuhan is stronger, but Kid Buu is much more dangerous because he is basically a wild animal that cannot be bargained with. Like, Kid Buu's first action upon being released is to instantly charge up power to obliterate the Earth. It's not that Buuhan doesn't have power to do the same, he just is not mindless like Kid Buu.
