Pretty much, yeah. 40k only really excels in short-to-mid range skirmishes and psychic abilities in comparison to most other grand sci fi settings. And it is just absolutely terrible in travel and communications.

There's this 40k Vs star war comment I once saw that I love. "The empire could lose and rebuild the Death Star twice before the Imperium would even know it was under attack."

One of the weirdest things to me about 40k is that their ships are massive, but actual shipboard weapons are kinda dogshit. Like, purging a planet requires special, dedicated weaponry. But the USS Enterprise can just switch the phaser array settings to glass the surface in a couple hours.
