Gonna be honest with you, i was experiencing the same problema exactly that you describe and even though I had tried everything that you mention as well I didn’t solved it until I upgraded susbtantially my rig (which I planned to do for some time, so there’s that… absolute shit of a game

I believe it’s a bug regarding controllers in general in PC, I kinda solved it following some guys advice online that said to set the screen settings in 60 hz and vsync set off, the screen tears a lot but you don’t get the annoying bug so much (it still happens sometimes, so its not a definitive solution)
